Bid proposal documents and the contract specific to 5A, as well as change order and bulletin packages can be made available via disk/mail due to the volume of records. Under MPIA GP § 4-335, which prevents disclosure of confidential trade secret, commercial or financial records furnished by an outside unit, certification records have been redacted from the proposal as they were provided voluntarily with the bid proposal by the vendor. Please note, as the contract records were developed for the specific use of these contracts, with copyright belonging to the company used by HCPSS for their development, issuance of this response does not convey permission to use/distribute these materials for other purposes. Also under MPIA GP § 4-335, background documentation containing unique pricing for change order costs were redacted as they were provided voluntarily by the vendor. For reference, official change order pages showing expenses are still found within the released records.
