Responsive to this request, no record reflects the specific number of students and total hours the Speech Language Pathologist and onsite assistant at Talbott Springs Elementary School provided virtual SLP services during the past school year. Under the MPIA process, and as advised in the Seventeenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and has no obligation to create records to satisfy a PIA request. For reference, Special Education staff indicates the school required a two day per week placement for approximately 12 students between the end of January 2023 and the end of the school year. This placement/time would have included related caseload work outside student-specific services hours as well.
Staffing services for speech-language therapy (SLP) by Soliant Health (Blazerworsk) under this contract award were used for Talbott Springs Elementary School, however the format (virtual or in-person) are not specified. Per annual increases in cost since the award in 2019, staff indicates the SLP hourly rate for the past year was $87.50.
Staffing services for special education support staff by Pediatric Developmental Services under this contract award were used for Talbott Springs Elementary School. Staff indicates the onsite support staff was provided at an hourly rate of $57.00.
