HCPSS MPIA Request #2024-099

Requestor
Kyle Werking
Requested Information
In November of 2023, Bonnie Branch Middle School conducted a survey of the student body. The survey was meant to assess how safe (or not) students felt in school. I would like a copy of the survey results, in .CSV file format, with any student personally identifiable information (PII) removed. It would be helpful to retain information/data such as student age (or grade) and gender if at all possible.

Response Notes

Responsive to additional requests received, this public HCPSS site which contains monthly enrollment by school and grade for the months of November and December 2023: https://www.hcpss.org/schools/enrollment-reports/. Additionally, a breakdown of the collected surveys includes 641 total entries, with 216 from grade eight, 208 from grade seven, and 217 from grade six. No record of explanations for students who did not provide a response, however, was collected by the school. Please note, under the MPIA process, and as advised in the Seventeenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to answer questions that would create records to satisfy a PIA request or generate new data.

Responsive Documents
The attached data from the above survey is narrowed per discussions to those fields that could be released without further review to redact all potentially identifying individual student information under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students.

*Some request language is summarized to include the requester's specific document requests and legally protected information (such as personally identifiable information of a student) or personal, defamatory and malicious content removed at the discretion of the school system.

**Responses containing legally protected information available only to the person of interest are omitted from the above report.
