In the 2/29/24 budget work session, Superintendent Barnes stated that he "collected information from Board members to assess programs and positions they would like to restore." Mr. Barnes stated that this information was used to establish a new starting point for the work session. I am requesting a copy of that survey, list or data that shows 1. what programs/positions were listed and what language was used to describe them and 2. the priorities of the individual board members revealed in this data.

Responsive to this request, beyond the document provided below, the priorities of the individual Board members identified through their responses to staff are unable to be released. Under MPIA GP § 4-344, which allows a custodian to deny inspection of confidential opinions, deliberations, advice or recommendations from one governmental employee or official to another for the purpose of assisting the latter in the decision-making function, we are withholding these responses as they reveal pre-decisional opinions of individual Board members prior to actual voting. Release would be contrary to the public interest given the potential to inhibit full and frank formulation of considerations and rationales in the budget process.
