Additionally, I am requesting the names of any private companies with which Howard County Public Schools has had correspondence regarding actual or possible Public-Private Partnerships. “Public-Private Partnership,” as used here does not mean collaborative contracts for articulation, but rather partnerships in which a “(i) a private entity performs functions normally undertaken by the government, but the reporting [government] agency remains ultimately accountable for the public infrastructure asset and its public function; and (ii) the State may retain ownership in the public infrastructure asset and the private entity may be given additional decision-making rights in determining how the asset is financed, developed, constructed, operated, and maintained over its life cycle.”
Responsive to this request, for public-private partnerships in the capital or maintenance realm, current staff is not familiar with any such discussions with private organizations during that timeframe. Staff indicated the only organization we have had correspondence with regarding public-private-partnership has been the Association for the Improvement of American Infrastructure (AIA). They are a non-profit that helped in discussions had with the Board of Education and County Council regarding what public-private partnerships might entail. No clarification received from requester to continue remaining portions of this request.
