I respectfully request the following records:

I. Accessibility and ADA Complaints Against HCPSS High Schools
A list of all accessibility, ADA, and similar complaints filed against HCPSS high schools over the past ten school years. Please redact any personally identifiable information (PII). For each complaint, include the date, location, general nature of the concern, and the outcome, if known.

II. Concerns or Complaints Relating to PSECDP
A complete list of concerns or complaints concerning PSECDP from the past five school years. Please redact any personally identifiable information (PII). For each complaint, include the date, location, general nature of the matter, and the outcome, if known.

III. Contracts and Agreements with PSECDP
All records relating to contracts, agreements, memorandums, or charters between HCPSS and the Public School Employees’ Child Development Program (PSECDP). This includes, but is not limited to, documents about facility matters, leases, and established processes for partnering with HCPSS students and staff.

Responsive to this request, the following publicly available reports contain information on the Public School Employees’ Child Development Program of Howard County, including overviews of the program, copies of leases, and information on services offered to employees:

Responsive to the request for concerns or complaints concerning PSECDP, please find attached work order tracking reports for facility/maintenance. As noted in the above reports, the PSECDP is a private, non-profit, early childhood program supported solely by parent tuition. Complaints regarding program operations would be within the custody of the PSECDP as a separate entity from HCPSS.
Responsive to the request for accessibility and ADA complaints against HCPSS High Schools, please find attached two Office of Civil Rights resolution letters that include date, location, general nature of the concern, and the outcome. Additional spreadsheets include work orders related to accessibility concerns within high schools from existing tracking systems. Staff indicates additional requests may have been received and addressed directly over the past 10 years without tracking documentation.
