Responsive to this request, in regard to the number of consultants, per clarification this is for temporary employees (TEs), available data on the allocation of temporary service positions from the Department of Special Education for school years 2023 through 2025 is as follows. Special Education staff does not, however, track data on the number of positions filled:

- Please note, 2 positions at the start of the 2022-2023 school year were internal temporary employee positions that were transitioned to full-time HCPSS student assistant positions before the end of the year.

In regard to G/T staffing, allocations are assigned by the G/T central office based upon a combination of overall school enrollment and G/T Math enrollment. The actual employees are selected at the school level by the principal. At Triadelphia Ridge Elementary School, staffing has remained the same in terms of number and individuals since SY2022-2023 = 2.5 FTE.
Similarly, Regional Program staffing allotment is based on projections for the number of students needing services as well as individual IEP needs of the students in the program. At Triadelphia Ridge Elementary School, staffing for the years requested is below. For reference, of the three teachers per year, two are designated for instruction and one is designated for crisis intervention:

In regard to number of children enrolled/participating in the Special Education Regional Program at Triadelphia Ridge, no roster of such students exist as each are identified for participation per their individual student records/needs which may fluctuate throughout the school year. Staff indicates however, over all three years requested, the participating students are less than 10 per year. HCPSS must protect against the potential disclosures of personally identifiable information about students as required by both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students. In accordance, HCPSS follows the Maryland State Department of Education and the National Center for Education Statistics’ guidelines for protecting student privacy in public reporting and suppresses the following from responsive records: populations that fall below 10; percentages that are less than or equal to 5, or greater than or equal to 95; categories directly related to specific student records; and/or information that can reasonably identify an individual student or reveals information from an individual student’s record or could do so when combined with other publicly accessible data.
