8) Any and all emails or other correspondence between the HCPSS Superintendent or staff and the Howard High School Principal or staff regarding school safety during placement discussions regarding students who are currently or previously subject to monitoring by Department of Juvenile Services (DJS).
9) Any and all emails or other correspondence between any HCPSS employee regarding gang affiliation of students at Howard High School.
10) Any and all emails or other correspondence between any HCPSS employee regarding weapons (guns, knives, etc.) found at any HCPSS school from the 2023-2024 and 2024-2025 school years.
11) Any and all emails or other correspondence regarding incidents of drug use on school grounds at Howard High School during the 2023-2024 and 2024-2025 school years.
Responsive to this request, under both the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and the Maryland Public Information Act General Provisions Article (“GP”) § 4-313, which states “Under GP § 4-313, school district records pertaining to individual students are protected … Even if some identifying information is stripped from the student records, the exemption would still apply if a person could readily match students with the disclosed files” we are denying your request to search records for an individual student name. Beyond the emails provided below, no clarification received from requester to continue response.
