Requested Information
Based on the Federal Impact Aid survey, I would like a report showing the # of students who reside with a parent/guardian who is a civilian working on federal property broken down by school, along with the # of students’ families who completed the survey at the school, and the # of students enrolled at the school as of the survey close date. I would like this data for all elementary schools. I would also like to request the licensed beforecare/aftercare capacity for each elementary school.

For reference, additional information about Federal Impact Aid can be found on the HCPSS website: https://www.hcpss.org/enroll/impact-aid/ and the U.S. Department of Education website: https://www.ed.gov/about/ed-offices/oese/impact-aid-program/impact-aid-program-overview. In regards to before and aftercare programs at HCPSS elementary schools, these are run by outside entities such as Howard County Department of Recreation and Parks, therefore we do not license these programs. If seeking license requirements for daycare programs, you may want to reach out to the Maryland State Department of Education, or directly to the providers themselves.

Responsive to this request, please find attached Federal Impact Aid Survey Data for SY23-24. This data as submitted for the most recent completed Federal Aid Impact Survey includes the number of eligible students and survey responses per HCPSS elementary school. Please note, this information is voluntarily provided by families. Data for the current school year has not yet been finalized/submitted.
o Each separate row represents a student, from the specified school, who is deemed to be “federally connected” per the Federal Impact Aid Program definitions where at least one parent of the student is a civilian who works on federally owned property in the state of Maryland.
o The designation of “federally connected” was determined based on self-selection by the parent, when updating the student’s family file at the start of SY23-24, up through Sept. 29, 2023.
o For those rows with a timestamp in the second column, this indicates the date and time when a parent verified their federally connected status by digitally signing the Impact Aid form in Synergy. This digital certification is a required step prior to HCPSS’ submission of Federal Impact Aid data to the U.S. Department of Education.
