During the interaction with various HCPSS staff members, it has been mentioned multiple times that Maryland’s Blueprint program requires every elementary school in HCPSS jurisdiction to have a Pre-k program.

Pursuant to Maryland Pubic information act, please share the HCPSS policy and relevant internal procedures that the school system follows and is aligned to this Blueprint requirement and planned timelines for compliance in all elementary schools.

Additionally it would be helpful if appropriate Clauses from Blueprint that match this requirement can be referenced in the response.

Responsive to this request, no records of policy or internal procedures aligning to a requirement by the Blueprint for Maryland’s Future to have a prekindergarten program at every elementary school within HCPSS exists. Blueprint requirements for prekindergarten programs are found under Education Article § 7-1A-01 through § 7-1A-11.
