This letter is a written request for access to records in the custody of the Howard County Public Schools System and/or Howard County Board of Education under the Maryland Public Information Act (PIA), Md. Code Ann., General Provisions, ยง 4-201. We are requesting information and access to records regarding the use of Emergency Petitions in your district.
Please provide copies of:
1. The number of emergency petitions initiated by public and nonpublic schools in your district for the 2023-2024 and 2024-2025 school years including those initiated by school resource officers at public and nonpublic schools, and the number of petitions granted, disaggregated by:
a. School;
b. Race/Ethnicity of Student;
c. Gender of Student
d. Special education status and type of placement (e.g., General Education, Self-Contained Class, Separate Public Special Education, Nonpublic Special Education School;
2. The reasons why the student was found to present a danger to self or others, justifying the granting of an emergency petition.
Please provide copies of:
