Pursuant to the Maryland Public Information Act, I am requesting to inspect and receive copies of the following public records related to student transportation services provided by Zum Services, Inc. I am requesting the documents in electronic format
1. Contract 019.23.B3, Section 6: Indemnification – all unredacted insurance requirement provisions
2. Contract 019.23.B3 - Certificates of Insurance as referenced on page 6 of 12 of the contractor under Section 9. Insurance Requirements, signed by authorized representatives of the insurers and certified copies of the required insurance policies. Confidential commercial information, such as trade secrets or specific pricing formulas may be redacted, but insurance coverage limits and carrier names do not qualify for such exemptions under Maryland law.
3. Current written procedures and manuals adopted by HCPSS to implement COMAR 13A.06.07 regarding school vehicle safety.
4. Circular 06 Bus Accident Procedures for 2025-2026 school year, including the School Bus Accident Emergency Procedures Plan.
5. Driver Safety Training Manual provided by Zum to its drivers as mandated by contract and state law.
6. Any policy, directive, or correspondence sent to Zum Services, Inc. regarding the requirement or waiver of bus seating chart for the 2025-2026 school year.
7. Blank templates of the Student Injury Report, Bus Accident Information Report, and the Bus Conduct Form currently in use by HCPSS and its contractors.
