I am requesting information on the development and bidding process for Request for Proposal 010.23.B5 "Behavior Management and Support System". Specifically, I am requesting
1) a list of the companies/vendors that received an invitation to submit a bid,
2) any meeting minutes or correspondence (including e-mails) where the scope of work for this request was defined or discussed,
3) clarification as to what exactly is meant by "A Behavior Management and Support System", clarification as to whether HCPSS intends as part of their "alternatives" described in section 3.5.1 of the RFP to have an outside vendor provide staff and services for students (essentially, to have them run specific classrooms within HCPSS), and to clarify specifically if this chosen vendor will be providing training that includes the use of physical restraint, either themselves or via a third-party with whom the contractor partners.
Additionally, please provide the date when this RFP was posted on the HCPSS website, or clarify whether the RFP was ever made public.

This file contains emails located through a search of mailboxes for Special Education and Purchasing staff involved in the development of this RFP between June 1, 2022, and July 6, 2022, when the bid was finalized/posted, using keywords “behavior management” and “rfp or request for proposal” and further relating to discussion of the scope of work. Please note, for in-person meetings where the development of the above RFP and scope of work were defined/discussed, no meeting minutes exist. Under MPIA GP § 4-330, we have redacted sociological information where it contains personal phone numbers and/or has the potential to pose a risk to individual safety or privacy. Further review would be needed to determine releasability of links noted within the responsive email content itself.
