Responsive to this request, on December 13, 2023, we provided the following publicly available data on HCPSS enrollment: https://www.hcpss.org/schools/enrollment-reports/. Per subsequent clarification you are seeking “the number the administration is using to develop the budget,” two enrollment numbers are used by the HCPSS Budget Office and are attached below.

This data is used for revenue projections and is officially calculated by the Maryland State Department of Education.
SY24-25 Proj2023 2nd year out adjustment for 9_30_23 enrollment.pdf
This data is used for expenditure projections and is a preliminary enrollment estimate for SY24-25 based on last year’s Office of School Planning projection (presented in the 2023 Feasibility Study), with adjustments to account for official September 30, 2023, enrollment. Please note, this one-year adjusted estimate is intended to be used as a reference to begin the operating budget process for FY25. A final projection will be provided to the Budget Office in Late January/early February to inform future stages of the operating budget process and will be presented in the Feasibility Study in June 2024.
