HCPSS MPIA Request #2026-065

Requestor
Matthew Malnati
Requested Information
For the school years 2020-Present, please provide all available data (in Excel format) on all middle school-issued equipment (including laptops). Ideally I would like to see all available data, hopefully with the date of damage (or notice to school), the school it is assigned to, the reason for damage, and the outcome of the repair. I would like the broadest-possible set of data, so consider all available data to be what I am requesting.

The response to HCPSS MPIA request 2026-057 included zero documentation to statements made by Principal Lisa Smithson while communicating a backpack ban policy. Please provide ALL documentation in any form to substantiate these claims:
1. "After a lot of consideration" (where is this documented?)

2. "the overall consensus" (how was this communicated and documented?)

3. "backpacks in the classroom have the tendency to create a safety issue" (where is the supporting evidence for this?)

4. "the inclusion of backpacks in the classrooms present issues with clear walkways in classrooms" (where is the supporting evidence for this?)

5. "We also anticipate that since students' hands will be occupied during transitions to class, that we will notice a decrease in horseplay in the hallways" (where is the supporting evidence for this?)

Please provide all substantiating notes, documentation, collected data, and any other form of record regarding a leadership meeting Ms. Smithson held on 2025-09-10, which she summarized: "I am following up with you regarding cinch bags/ string backpacks. We discussed this topic during our leadership meeting this morning. Our leadership team is made up of administration, instructional team leaders, grade level team leaders, counselors, media staff, and others. The group unanimously agreed that cinch bags/ string backpacks should not be permitted as they do not align with our goal of creating a more safe classroom environment. Classroom teachers based this decision as a result of previous issues that they have had with these bags in thier classroom spaces." Please include the names of all members actually present for the meeting.

Please provide all emails, documents, notes, or literally any electronic data from this current school year, from or to anyone at Bonnie Branch Middle School, the Superintendents Office, the Board of Education, legal council (where not protected), or any other element of HCPSS that refers to a backpack policy, my last name, or media interest in the backpack policy. Include any records where I was already a recipient or participant.

Please provide the names of schools and principals which also implemented the backpack ban policy, and all of the same data regarding documentation requested above for those schools and principals.

Please provide details on how a Principal-implemented policy can be formally challenged by a parent and if there are other methods of recourse which would compel an official policy review from outside Bonnie Branch Middle School.
