Requested Information
Please provide the number of students attending an HCPSS school outside their legally designated school attendance area for each school in 2014, 2015, 2016, and 2017. Per HCPSS Policy 9000, if an annual review of school enrollment and capacity indicates overcrowding has occurred or will occur, students attending schools outside their service assigned area may be reassigned in the next school to the school in the attendance area in which they are legally reside.

Data regarding reassignments as collected by the Student Reassignment and Residency Office. For reference, definitions of types of reassignments listed on the left-hand side of this chart can be found in the HCPSS Policy 9000 – Student Residency, Eligibility, Enrollment and Assignment: http://www.hcpss.org/f/board/policies/9000.pdf as well as the Student Reassignment Request Form: http://www.hcpss.org/f/files/student_reassignment1208.pdf. Residency hearings are a component of the residency process – used when parents/guardians appeal a residency decision of the Student Reassignment and Residency Office. Please note, the Student Reassignment and Residency Office only currently has data available at the system-wide level. While our Information Technology Office may be able to create new data sets at the school-level, under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to program/generate new reports that are not already used in the normal course of business.
Please note, although called “administrative transfers” in this document, the category is not parallel to the same description used by the Student Reassignment and Residency Office above. This data represents students who attended a school other than their geographic school assignment for any reason (other than Special Education) as of September 30, 2016. This data was used by the Office of School Planning in the student enrollment projection completed in February 2017. The Office of School Planning is not the owner of records pertaining to student reassignment or out of district eligibility.

This data was compiled by the Office of School Planning for purposes of estimating future impacts to school enrollment from students attending a school other than the one they are geographically assigned for any reason.
