Response Notes

Related to Title 1 funding specifically, we recently identified the allocation of funding by school for the past several years through MPIA 2018-427 within Bridge to Excellence Reports created annually for reporting to MSDE.

Please note, expenditures submitted to OCR are done bi-annually with the below record being the only report created during the timeframe requested. The content and breakdown of this report is created specifically per data reporting instructions from OCR, therefore there is no equivalent report for 2016-2017, and the 2017-2018 has yet to be created. For reference, funding sources and expenditures as used by HCPSS on an annual basis (per program/budget category) can be found in the HCPSS Budgets: http://www.hcpss.org/about-us/budgets/budget-archive/ as well as the HCPSS Comprehensive Annual Financial Reports which show actual revenues and expenditures: http://www.hcpss.org/about-us/annual-reports/. Under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to summarize existing data or program/generate new reports that are not already used in the normal course of business.
