Requested Information
Please provide the correct income and cost information for each of federal, state, and local sources for each school in Howard County for each of the years from fiscal year 2015 to 2018, and the pro forma plan for 2019. For each school budget, please provide costs in each category including aides, teachers, staff, administrators, and non-personnel (e.g. supplies). Also, please provide the number of full time equivalent positions for aides, teachers, staff, and administration for each school. For income information, please identify program providing income (e.g. Title 1) for each program providing income where available for each school.
Response Notes
Related to Title 1 funding specifically, we recently identified the allocation of funding by school for the past several years through MPIA 2018-427 within Bridge to Excellence Reports created annually for reporting to MSDE.
Please note, expenditures submitted to OCR are done bi-annually with the below record being the only report created during the timeframe requested. The content and breakdown of this report is created specifically per data reporting instructions from OCR, therefore there is no equivalent report for 2016-2017, and the 2017-2018 has yet to be created. Under the MPIA process, and as advised in the Fourteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to summarize existing data or program/generate new reports that are not already used in the normal course of business.
