Requested Information
Under the Maryland Public Information Act Title 4, I request the correspondence between workers housed within the Howard County Executive’s office and school board members who are discussing the DRRA currently before county council. I also ask for correspondence between school board members discussing the DRRA and the BOE’s stance on the DRRA.

The correspondence likely includes but is not limited to emails, hand written notes, etc.

In regards to the direct communications (emails and texts) included below, emails were located through a search of the HCPSS mailboxes for all Board members for search terms “DRRA” and “Development Rights and Responsibilities Agreement,” and narrowed to those between Board members and @howardcountymd.gov email addresses regarding the DRRA, as well as those between Board members discussing the DRRA. Additionally, text messages falling within these same parameters have been provided. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, we have redacted information that could reveal individual student information from the responsive records.
