Pursuant to the Maryland Public Information Act (“MPIA”), Md. Code, General Provisions § 4-101 et seq., I hereby request copies of all solicitation materials, contracts and instructions associated with the Howard County Public School Systems agreement with Cooperative Strategies to, among other things, prepare the Superintendent’s Attendance Area Adjustment Plan (August 20, 2019). Specifically, I seek: (1) any associated request for proposals/invitation for bids; (2) the contract between Cooperative Strategies and the Howard County Public School System; and (3) any other instructions provided to Cooperative Strategies in developing the plan.
