Please consider this a request made pursuant to the Maryland Public Information Act, Maryland Code Annotated, General Provisions, Section §4-101 et seq. Specifically, I write to request the following documents and records:

Responsive to this request, attached is the first batch of results from a search of @hcpss mailboxes for Board members between November 1, 2021, through the date of your request for emails with the keyword “ALS” where a member is either TO or CC’d, and sent from an HCPSS staff email. Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, we have redacted information that could reveal individual student information from the responsive records. Under the above, as well as MPIA GP § 4-311, which prevents disclosure of personnel records of an individual that may reveal hiring, discipline, promotion, dismissal or other matters involving an employee’s status, we have withheld one responsive email chain in its entirety. Please note, further review would be needed to determine releasability of all attachments, links and/or external records noted within the responsive email content itself. Additionally, per discussions to narrow initial review of results to those able to be reviewed and processed for release within the two hours free of charge allotted under the MPIA, this batch includes approximately half of the results starting in date order with the most recent.
