I am requesting information regarding the executive leadership position recruitments and position. I would like all emails and drafts of any documents concerning position development for these positions and the names of the employees who participated in the development of every positions. I would also like to know if any of the employees responsible for developing these positions or wrote the job description that applied for the position and if they were hired for that position. I would like the names of all employees who applied for any position that also worked on the positions. I would also like the race and gender of all candidates for each position and the number of people interviewed. I would like interview panel information and the demographics of the panels. I would also like to know how many rounds of interviews it took to identify a candidate.

Responsive to this request, we have identified the “executive leadership positions” referenced in the request as those noted in this posting from June: https://news.hcpss.org/news-posts/2024/06/hcpss-seeking-highly-qualified-and-inspired-leaders/. Please find attached demographic data on candidates/applicants per position as well as counts of the number interviewed. Under MPIA GP § 4-311, which prevents disclosure of personnel records including the hiring, promotion, or any other matter involving an employee’s status, we are unable to release information related to individual applicants including names and employment history submitted by those who applied for each position.
Records containing information on interview panelists are also attached to this response, however, demographic data of panelists is not collected. Under the MPIA process, and as advised in the Eighteenth Edition of the Maryland Public Information Act Manual created by Maryland’s Office of the Attorney General, an agency is only obligated to produce existing records and is not required to generate new data. Please note, a panel for Director of Middle/High School was combined for both positions for the first recruitment and a second/new panel was used for the Director of Middle Schools after the Director of High School position was filled. Further review would be needed to determine releasability of all links and/or external records noted within the responsive document content. For reference, the HCPSS Department of Human Resources ensures that all interview panels are comprised of diverse gender, race, and ethnicity to ensure that candidates can identify with individuals on the panel. No clarification received to continue response.
