I request the instructions, dates, guidelines and campaign rules for the HCPSS Student Member of the Board candidates. I also request all official HCPSS documents that detail the Student Member of the Board election process for the current virtual/hybrid learning model, including what days voting will take place for students at each school, how votes are cast, and who collects and counts the votes.

Responsive to this request, please find below records which contain instructions, details, guidelines and process overview for the SMOB candidate selection, campaign and election. Please note, additional guidelines may be provided to candidates through discussions throughout the process to address specific questions/situations. For reference, information and news about the process can be found on the Howard County Association of Student Councils website: https://hcasc.hcpss.org/. Students will vote through the online learning management system Canvas between May 5 and 7, 2021, which will be collected and counted electronically. Further particulars for voting have not yet been finalized at this time.

Under the Family Educational Rights and Privacy Act of 1974 (FERPA), which restricts access to student records, and MPIA GP § 4-313, which prevents disclosure of school district records pertaining to individual students, as well as under MPIA GP § 4-330 which protects sociological information where it has the potential to pose a risk to individual safety or privacy, we have redacted personal images provided by students.
